In the second round of the local elections in Chisinau, the members of the Promo-LEX Observation Mission have come across 90 incidents. At a press conference held at IPN, Pavel Postica, the head of the Observation Mission, stated that 72 of the reported incidents took place at polling stations and 18 outside them.
The presence of electoral materials, displays or billboards within 100 meters of the polling stations was reported in five instances. "As for restricted access of observers or hindrances to the free observation process, in Chisinau we had only one such case," said Pavel Postica.
Another violation reported by observers is the irregular sealing of ballot boxes, found in eight situations. "The violation of the secret of voting by unjustified group voting, e.g. the entry of two or more people in the voting booth – was noted by Promo-LEX observers five times," specified the head of the Election Observation Mission.
Other reported violations concern the unwarranted presence of persons inside the polling stations or within 100 meters of them (7 cases), electoral campaigning or black PR (11 cases), acts of violence or intimidation of voters (12 cases).
According to Pavel Postica, observers also noted seven situations involving deficiencies in voter rolls and five cases of taking photos of the ballot paper or other violations related to the secret of the vote.
Most affected by the incidents were the voters, in 37 cases. In ten cases candidates were affected, and in ten others - electoral officials. Observers were affected in 4 situations, stated Pavel Postica.
Twenty-three of the incidents were caused by people other than those involved in the voting process, 22 were caused by election officers, 21 by voters, nine by civil servants, eight by observers, while candidates caused seven incidents.
"In contrast to the first round, the number of incidents is lower - 90 compared to 206 reported in the first round," pointed out Pavel Postica.
