Horus presents its stance on situation at Cogeneration Unit No. 3 of Termoelectrica

The incident at Termoelectrica SA has nothing to do with the tasks carried out by Horus Energy during the repair works on Cogeneration Unit No. 3, in accordance with the signed contract, said representatives of the contractor. They noted that the installation that broke down wasn’t among their tasks and the company fully fulfilled the contractual obligations.

In a news conference hosted by IPN, Mihail Pasecinic, technical director of Horus Energy, said the agreed volume of work was fully executed. “As regards the incident, this does not refer to the works performed by Horus company. But I want to note that we repaired a unit that has been used for over 40 years,” stated the technical director. According to him, these units are yet functional despite their length of life and this is commendable. Such incidents occurred earlier too and the current incident happened due to the wear degree of the unit.

“In accordance with the contract signed on June 27, 2022, the guarantee for the executed works is of 24 months since the final work acceptance day. The works were divided into five parts and covered not only the generator. The extensive repair of the generator is only a small part of the agreed volume. On October 24, 2022, the final document to accept the works executed in accordance with the contract was signed,” said Alesea Gotînjanu, head of the Legal Department of Horus Energy.

According to her, the guarantee took effect on October 24, but the generator wasn’t yet used at the minimally acceptable parameters for 72 hours. When the generator was started, the incident occurred and the whole Cogeneration Unit. No. 3 stopped work. “It is an atypical situation that is not stipulated in the contract, but is envisioned by the legislation of the Republic of Moldova. We are in the situation in which the guarantee should work, but it was suspended because we cannot assume a guarantee for the whole unit that isn’t working,” explained Alesea Gotînjanu.

Mihai Godea, Horus director for development, said the program to repair Cogeneration Unit No. 3 was to the value of about €70 million, together with the works bidden for during the spring tender contest that was annulled. “In summer, ad-hoc repair works were performed to ensure minimum minimorum for the unit to be functional. As particular defective things were repaired, something yielded when the generator was stared, which is the riskiest moment. The metal wears,” stated Mihai Godea.

“The situation at Cogeneration Unit No. 3 should be clear. Minimal extensive repair works were conducted, in the proportion of about 10% of the necessities. I say it and will reiterate it for as many times as I have the possibility to do it – the annulment of the spring tender contest was the main reason. They have spoken about sabotage in the public sphere. I want to note that the real sabotage against the energy system of the Republic of Moldova, against the final consumers of energy resources – heat and electricity – was witnessed in spring. Then, for political reasons, the tender contest was annulled, but those works would have enabled Cogeneration Units No. 2 and 3 of Termoelectrica to work normally,” said Mihai Godea, noting the sabotage was on the part of those who made the authorities take a step back when there was an exceptional situation in the energy sector and a war close to the borders.
