According to the police, one of them has a severe wound in the chest area and was admitted to the intensive care unit of the Comrat Regional Hospital. The young woman who accompanied him suffered a bruise to her left shoulder.

From the initial checks, law enforcement determined that the shot was most likely fired from a rifled barrel gun, predominantly used by poachers. One of the versions examined by investigators is that the two could have been mistaken for animals by the shooter. A criminal case for attempted murder has been initiated on this matter.

The police continue their investigations to identify the person who fired and to establish all the circumstances of the incident. People who have relevant information are urged to call Service 112.

The current state of the reservoir and the way water resources are managed were discussed during the visit of the Minister of Environment, Gheorghe Hajder, to the Stanca-Costesti hydrotechnical node, in the context of the hydrological crisis and the reduced flows recorded during this period. Based on the decision of the Moldovan-Romanian operational technical group, the installations were adjusted to ensure the minimum ecological flow downstream.

The Ministry of Environment specifies that the status of the repair works at the Stanca-Costesti dam has been analyzed. The project, worth 32 million lei, is 80% complete. It includes the modernization of the water infiltration monitoring system in the dam, interventions at the bottom voids, and the reinforcement of the concrete structure. According to the Ministry, these measures are essential for strengthening the infrastructure and increasing the safety in the operation of this hydrotechnical construction of national importance.

According to the General Inspectorate of Police, the woman, aged 64, was called by unknown individuals who invoked the need to protect her money. They convinced her to transfer 950 thousand lei and 15 thousand euros, funds derived from the sale of a property and the contracting of a loan.

Law enforcement officials recommend not to share bank card details, passwords or authentication codes over the phone. In case of a suspicious call, it should be terminated, and the information should be verified directly with the invoked institution, using the official contact details.

The police urge citizens to immediately report to the authorities in the event of an attempted scam and to avoid any decision made under the pressure of the caller.

The shutdown of the reactor generates a daily deficit of 600MW, an amount of energy that Romania partially compensates by reactivating a generator of the Rovinari thermal power plant, which is in conservation. Even so, the maximum amount that can be delivered to the system is 330MW. The difference will be covered by imports. In fact, Thursday was the first day when Romania imported electricity during lunch hours, as domestic production was insufficient.

The first reactor was shut down on July 28th, also due to the low water level in the cooling system. Romanian authorities claim that both reactors of the Cernavoda power plant can be restarted within 48 hours, if the Danube level rises. It is not clear when the nuclear power plant will be put back into operation, given that weather forecasts do not indicate precipitation in the upper Danube basin in the near future.

“On voluntary amalgamation, we went very much according to the wishes of the citizens”, said Alexandru Iacub during a debate at IPN on the topic “Voluntary amalgamation, on the last hundred meters. Criteria for normative amalgamation”. In the case of normative amalgamation, however, the authorities will already propose the merger formulas, and the communities will be able to participate in consultations within the procedure.

According to Alexandru Iacub, the city halls have already started to receive notifications regarding the normative amalgamation, and they must designate a person to represent the community in the process. Consultations with the citizens will subsequently take place.

Alexandru Iacub rejected the criticism that the disappearance of a city hall would lead to the depopulation of the locality or the loss of services. According to him, after amalgamation, the village keeps its name, school, kindergarten, social services and other public services. What changes is the seat of the administration and the way in which the affairs of several localities are managed.

Alexandru Iacub also stated that the goal of the reform is to create stronger local administrations, capable of managing development projects and attracting larger investments. In his opinion, small mayors have difficulties in maintaining their administrative apparatus and ensuring a sufficient fiscal base for the development of localities.

The voluntary amalgamation process can be completed by August 31. From September 1, the normative amalgamation stage will follow.

During a debate at the IPN on the topic “Voluntary amalgamation, on the last hundred meters. Criteria for normative amalgamation”, the mayor listed several services and projects implemented in the locality, including gas and water supply, modern street lighting and sanitation service with selective waste collection. In her opinion, these demonstrate that the local administration has the capacity to mobilize the community and attract investments.

“When we analyze a local public administration, no matter how good and competent it is, it must be viewed from multiple perspectives. It’s not about how big the city hall is, but its ability to attract investments, to manage, to implement projects, to mobilize the community, to create and provide services, and much, much more”, said Elena Savitchi.

Borogani is the largest rural locality in the Leova district, located on the border with the Gagauzia Territorial Autonomous Unit, and is geographically isolated from other localities in the district. Elena Savitchi says that the closest locality in the Leova district with which Borogani would merge is the town of Iargara, located approximately 10 kilometers away, but the access road is in very poor condition. The mayor claims that she requested the rehabilitation of this road and that, although it had been included in the National Road Rehabilitation Program for 2026, she was later informed that the works would not be carried out.

Under these circumstances, the mayor argues that Borogani should have been the administrative center of the future unit, considering the population number. She says that, in negotiations with the surrounding localities, she proposed that the administration should have two headquarters, one in Iargara and one in Borogani, and that resources should be distributed based on the number of inhabitants.

The voluntary amalgamation process, however, was not finalized in Borogani. According to the mayor, only 5.5% of the consulted individuals expressed their favor for the amalgamation, and the local council did not vote for the decision project, taking into account the results of the consultations.

Elena Savitchi states that she does not oppose amalgamation per se, but the way the reform is applied in the case of communities with geographical and administrative peculiarities. She advocates for a phased amalgamation and for evaluating the results from the first units created through this reform, before applying it on a large scale. In her opinion, simply changing the borders and reducing the number of town halls is not enough to create stronger local administrations.

Another argument invoked by the mayor is the risk of depopulation. She argues that if the administrative center is established in Iargara, the inhabitants of Borogani, especially the young ones, might be tempted to move to Comrat, where they have more opportunities and more jobs.

The Mayor says that the objective of the reform should be to improve services for citizens, not just to obtain financial incentives.

The press officer of the Chisinau City Police Directorate, Cristina Talpa, clarified for IPN that a car driven by a 28-year-old man collided, under circumstances yet to be determined, with a vehicle driven by a 48-year-old man. As a result of the impact, the latter was projected into another car, after which he crossed over the separation lane and ended up on the wrong side of the road.

There, the car collided head-on with another vehicle and a minibus, which overturned as a result of the collision. The 47-year-old minibus driver and his passenger were taken to the hospital for examination.

The “Kusanone” program has been implemented in the Republic of Moldova since 2008. Through this, the Government of Japan offers grants to local public medical institutions, as well as for projects in the fields of education and public utilities.
